Approving the Reconstitution of Six Technical Committees and Twelve Interagency Committees, the Establishment of a Technical Committee on National Accounts and the Reconstitution and Renaming of the Interagency Committee on Foreign Direct Investments

APPROVING THE RECONSTITUTION OF SIX TECHNICAL COMMITTEES AND TWELVE INTERAGENCY COMMITTEES, THE ESTABLISHMENT OF A TECHNICAL COMMITTEE ON NATIONAL ACCOUNTS AND THE RECONSTITUTION AND RENAMING OF THE INTERAGENCY COMMITTEE ON FOREIGN DIRECT INVESTMENTS STATISTICS INTO THE INTERAGENCY COMMITTEE ON INVESTMENTS STATISTICS

WHEREAS, the National Statistical Coordination Board (NSCB) was established thru Executive Order No. 121 as the highest policymaking and coordinating body on statistical matters in the Philippine Statistical System (PSS);

WHEREAS, to help fulfill its mandate of policymaking and coordination, the NSCB Executive Board establishes Technical Committees (TCs), Interagency Committees (IACs) and Task Forces (TFs) to serve as mechanisms for coordination and perform, among others, the following functions:

  1. To serve as fora for the exchange of views and expertise to resolve technical issues and problems arising from the production, dissemination, and use of statistics;

  2. To recommend to the Board appropriate measures for the improvement of statistics, including the statistical frameworks, methodologies and processes for the generation and dissemination of statistics;  

  3. To recommend to the Board an efficient workable scheme for the allocation of agency responsibilities in the production, dissemination, and archiving of statistics;  and

  4. To address evolving and emerging statistical requirements of stakeholders in the PSS;

WHEREAS, membership in IACs and TFs depends on agency sectoral concerns, while that in TCs requires individual expertise;

WHEREAS, to ensure: (1) enhanced effectiveness and efficiency of the TCs/IACs/TFs, particularly in the performance of the functions for which they were established;  (2)  the needed expertise in the resolution of problems/issues at hand;  (3)  constant interaction and coordination among the member agencies and individual members;  and  (4)  continuance of TC/IAC/TF-initiated activities, the NSCB Technical Staff reviews the composition of each TC/IAC/TF at the start of every year and recommends reconstitution, if deemed necessary;

WHEREAS, to ensure ease of operation particularly in convening the TC/IAC, all TCs/IACs will be reconstituted in 2013 by identifying a core group of members for each of the Committees, which shall be the basis for determining the quorum;

WHEREAS, in identifying the core members, the:  (1)  commitment to attend meetings and participate in the discussions;  and  (2)  expertise in case of Technical Committees shall be considered;                

WHEREAS, guided by the foregoing, the composition of the existing six TCs and twelve IACs are proposed to be reconstituted;

WHEREAS, to improve coherence, effectiveness and efficiency of the statistical system, the Philippine Statistical Development Program (PSDP) 2011-2017 envisions the establishment of an IAC on macroeconomic statistics, and the reconstitution of the IAC on Foreign Direct Investments Statistics (IACFDIS) into an IAC that will cover all forms of investments;  

WHEREAS, a TC on National Accounts is proposed to be established to serve as forum for discussion of issues and development in the compilation of macroeconomic and related accounts aimed at strengthening institutional linkages and arrangement among data compilers and data sources;

WHEREAS, recognizing further the need to ensure coverage of all forms of investments, the IACFDIS is proposed to be reconstituted and renamed into IAC on Investments Statistics;

NOW, THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED, that the Board approve the:

  1. reconstitution of the composition of the following TCs and IACs for CY 2013: 

    • TC on Population and Housing Statistics 
    • TC on Poverty Statistics
    • TC on Price Statistics        
    • TC on Seasonal Adjustment of Philippine Time Series
    • TC on Statistical Standards and Classifications
    • TC on Survey Design       
    • IAC on Agriculture and Fishery Statistics  
    • IAC on Education Statistics           
    • IAC on Environment and Natural Resource Statistics
    • IAC on Gender Statistics   
    • IAC on Health and Nutrition Statistics        
    • IAC on ICT Statistics
    • IAC on Labor and Productivity Statistics    
    • IAC on Science, Technology and Innovation Statistics
    • IAC on Security Sector Statistics   
    • IAC on Statistical Information Management and Dissemination
    • IAC on Tourism Statistics
    • IAC on Trade Statistics 
       
  2. establishment of the TC on National Accounts; 
     
  3. reconstitution and renaming of the  IAC on Foreign Direct Investments Statistics into the IAC on Investments Statistics.

BE IT RESOLVED FURTHER, that the above TCs and IACs prioritize outputs that will address the more urgent statistical concerns such as those required to carry out the programs set forth in the Philippine Development Plan 2011-2016 and PSDP 2011-2017.
