ADOPTION OF THE SOCIAL WELFARE AND COMMUNITY DEVELOPMENT INDICATOR SYSTEM (SWCDIS)

WHEREAS, the foremost concern of social welfare and community development is to enable people to help themselves attain a better quality of life;

WHEREAS, it is the government’s vision to achieve the status of a newly-industrializing country by the year 2000, where all Filipinos are provided with an improved economic and social life; and where poverty incidence is reduced to 30% or less;

WHEREAS, this vision would require a data system that will measure changes in the status of well-being of the Filipinos, particularly, the social welfare and community development sector’s beneficiaries -- the poor population;

WHEREAS, it is in this context that the Social Welfare and Community Development Indicator System (SWCDIS) has been conceived through the joint efforts of NSCB and DSWD with Inter-Agency cooperation;

WHEREAS, a Technical Working Group (TWG) chaired by DSWD composed of technical staff from NSO, NEDA, NSCB, DILG, DECS, DA, DOH, PCUP, DOLE, NNC, ONCC, OSCC, OMA and representatives from non-government institutions was created to develop the SWCDIS;

WHEREAS, the SWCDIS, is an important tool for policy making, planning, program development and advocacy among concerned authorities;

NOW THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED, that the Board approve the adoption of the SWCDIS by concerned agencies for better generation of necessary social welfare and community development statistics;

BE IT RESOLVED FURTHER, that a Memorandum of Agreement among concerned agencies, local government units and non-government organizations be executed to facilitate the implementation of the Social Welfare and Community Development Indicator System.
