APPROVING AND ADOPTING THE CONCEPTS AND DEFINITIONS FOR STATISTICAL PURPOSES FOR INFORMATION AND COMMUNICATIONS TECHNOLOGY SECTOR  

WHEREAS, Executive Order No. 121 mandated the NSCB to prescribe standard concepts and definitions to ensure harmonization and comparability in the generation of official statistics in the country for national and subnational development planning;

WHEREAS, the prescription of standard concepts and definitions for statistical purposes would allow for comparability of statistics across national and international boundaries;

WHEREAS, the government recognizes the potentials and impact of ICT, specifically electronic commerce, on the economy and society as embodied in Republic Act No. 8792, otherwise known as the Electronic Commerce Act, and accordingly, encourages the active participation of both the government and the private sectors in electronic commerce activities;

WHEREAS, the NSCB created the Task Force on the Measurement of Electronic Commerce on December 2000 and approved its recommendations on  22 November 2006 on the definition, framework, and indicators of electronic commerce and the creation of an Interagency Committee on Information and Communications Technology Statistics (IAC-ICTS) to serve as a forum for the discussion and resolution of issues pertaining to e-Commerce statistics and ICT statistics in general;

WHEREAS, the IAC-ICTS reviewed and approved the official concepts and definitions for statistical purposes for ICT statistics for endorsement to the NSCB Executive Board;

NOW, THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED, that the Board approve the official concepts and definitions for statistical purposes for information and communications technology sector (Annex-BR-02-2008-01a and Annex-BR-02-2008-01b) for adoption by all concerned government agencies.
