On 15 May 2018, the Philippine Statistics Authority (PSA) approved the conduct of the survey on Action Ready Climate Knowledge to Improve Disaster Risk Management for Small Holder Farmers in the Philippines of the Philippine Institute for Development Studies (PIDS).

The survey aims to improve the exchange of information between Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) and key decision makers involved in managing climate and weather risk of small holder farmers in selected sites in the Philippines. It seeks to analyze the potential and realized value of weather and climate forecasts for at least nine decision contexts, among others.

The data items to be collected in the survey include the following:

  • education, occupation/employment of family members;
  • income from employment and farming ventures
  • crop production by weather scenario
  • occurrence and impacts of natural and manmade disasters and state of recovery and coping strategies
  • household’s understanding of climate change
  • sources of climate and weather information
  • decisions affected by weather and climate
  • adaptation choices
  • indigenous/non-traditional knowledge about prediction of weather events and seasonal climate

The survey will collect data from 250 households from the municipalities of La Trinidad and Atok in the province of Benguet. The results of the survey are expected to be released in July 2018.

The survey was reviewed and cleared for conduct under the Statistical Survey Review and Clearance System (SSRCS), a mechanism being implemented by the PSA by virtue of Rule 28 of Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 10625 to:

  • ensure sound design for data collection;
  • minimize the burden placed upon respondents;
  • effect economy in statistical data collection;
  • eliminate unnecessary duplication of statistical data collection efforts; and
  • achieve better coordination of government statistical activities.

In line with this, the PSA enjoins households in the concerned municipalities to support the said survey.
