The Philippine Statistics Authority (PSA) clears the conduct of 2019/2020 Integrated Survey on Labor and Employment. The main objective of ISLE is to generate an integrated data set on specific groups of workers, unionism and collective bargaining, occupational shortages and surpluses, work related training of workers, occupational safety and health practices and occupational injuries and diseases and labor cost of employees.

The data from the survey also serves as inputs to the following:

a. policy and program formulation on employment, conditions of work and industrial relations;
b. studies on industry trends and practices;
c. assessment of the progress of decent work in the country; and
d. SDG on Goal 8 - Promote sustained, inclusive and sustainable economic growth, full and productive employment and decent work for all

Starting from 05 October to 30 December 2020, survey questionnaire will be distributed to 12,507 establishments nationwide with total employment of 20 and above.

The survey will utilize a total budget amounting to PhP 38.7 million and the results are expected to be released in November 2021.

Meanwhile, key results from the 2017/2018 ISLE are as follows:

a. 6.3 percent (2,039) of the covered establishments with 20 or more workers (32,517) had unions in 2018, a decrease of 0.4 percentage points from the 6.7 percent share in 2016.
b. Among the unionized establishments in 2018, 98.1 percent had negotiated Collective Bargaining Agreements (CBAs).  However, in proportion to total establishments, only 6.2 percent of establishments had CBAs.
c. A total of 38,235 occupational accidents occurred in 2017. These work-related accidents were reported by about 16.3 percent of the total 32,288 establishments employing 20 or more workers in 2017.
d. Occurrences of occupational diseases in establishments employing 20 or more workers reached 101,851 cases in 2017. This was a decrease of 19.1 percent from 125,973 reported cases in 2015.
e. Topmost work-related diseases suffered by workers were back pains with 31.3 percent. Other most prevalent occupational diseases experienced were essential hypertension (15.5%) and neck-shoulder pains (11.4%).

The 2019/2020 ISLE was reviewed and cleared for conduct under the Statistical Survey Review and Clearance System (SSRCS), a mechanism being implemented by the PSA by virtue of Rule 28 of Implementing Rules and Regulations of Republic Act No. 10625 to:

a. ensure sound design for data collection,
b. minimize the burden placed upon respondents,
c. effect economy in statistical data collection,
d. eliminate unnecessary duplication of statistical data collection efforts, and
e. achieve better coordination of government statistical activities.

In line with this, the PSA enjoins establishments to participate in the said survey.
