On 21 March 2018, the Philippine Statistics Authority (PSA) approved the conduct of the 2018 Consumer Finance Survey (CFS). The survey is conducted by the Bangko Sentral ng Pilipinas (BSP) every three years.
The data generated from the 2018 CFS are intended to provide decision makers and other stakeholders with supplemental indicators for short-term planning, risk management and surveillance activities. Results of the CFS will also provide comprehensive information on household finances that will allow policy makers to investigate further financial stability concerns as well as the state of financial inclusion in the Philippines.
The major data items to be collected in the survey include the following:
- demographic characteristics
- assets and liabilities
- work and income
- expenditures of the household
- household preferences/attitudes with regard to saving, borrowing and investment
- inheritance and charity of the households
Around 18,000 sample households will be interviewed in all regions except the Autonomous Region of Muslim Mindanao (ARMM). A total budget of
Php 26.6 million will be utilized for personal services, maintenance and other operating expenses (MOOE) such as travel and transportation expenses, supplies and materials, systems design and development, and other operating expenses.
Results of the survey are expected to be released in December 2018.
The survey was reviewed and cleared for conduct under the Statistical Survey Review and Clearance System (SSRCS), a mechanism being implemented by the PSA by virtue of Rule 28 of Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 10625 to:
- ensure sound design for data collection;
- minimize the burden placed upon respondents;
- effect economy in statistical data collection;
- eliminate unnecessary duplication of statistical data collection efforts; and
- achieve better coordination of government statistical activities.
In line with this, the PSA enjoins households to support the said survey.
