SUBJECT:Facilitation for the Processing of Requests from Initiatives  for Dialogue and Empowerment through Alternative Legal  Services, Inc. for the Project: Access to Legal Identity and Social Services for Decommissioned Combatants

In accordance with Executive Order No. 79, series of 2019 (Implementing the Annex on Normalization under the Comprehensive Agreement on the Bangsamoro) which directs the government agencies to prioritize, intensify, and accelerate the implementation of development efforts for the rehabilitation, reconstruction, and development of the Bangsamoro Autonomous Region of Muslim Mindanao (BARMM).

The Philippine Statistics Authority (PSA) supports our partner, the Initiatives for Dialogue and Empowerment through Alternative Legal Services, Inc. (IDEALS), which currently implements the project: Access to Legal Identity and Social Services for Decommissioned Combatants in the BARMM. The project aims to resolve legal identity issues of decommissioned and non-decommissioned combatants and their families by helping them acquire Certificate of Live Birth which is a fundamental requirement for government recognition and access to basic social services.

In view of the above, all are directed to accept the processing of requests for the negative birth verification of the target beneficiaries with corresponding payment of PhP 155.00 per transactions. Further, all requests must still be in accordance with the existing guidelines of the PSA namely, Memorandum Circular (MC) No. 2019-15A dated 29 November 2022, MC No. 2019-16 dated 11 June 2022, and the Data Privacy Act of 2012. Additionally, a cover letter and transmittal for every batch of requests should be signed by Edgardo B. Ligon, Executive Director of IDEALS or any authorized representative from his office.
