PSA Moves Forward with Last Major Procurement Block for the Start of PhilSys Mass Registration in Q4 2020

The Philippine Statistics Authority (PSA), as part of its ongoing efforts to start the mass registration of the Philippine Identification System (PhilSys), conducted the Expression of Interest (EOI) Conference for the Systems Integrator (SI) on 19 May 2020, which was participated in by more than 56 prospective bidders. The Issuance of the Notice of Award followed by the signing of the contract is scheduled not later than August 2020, in time for the start of the registration in the 4th quarter of this year.

PhilSys Set to Begin Final Procurement Step to Fast-track 2020 Registration

The Philippine Statistics Authority (PSA) has called for potential bidders of the Systems Integrator (SI) for the Philippine Identification System (PhilSys) to start with their preparatory activities as procurement is set to rollout on May 2020. The SI is the final and most critical prerequisite for registration as it will ensure that major components of the PhilSys are seamlessly interconnected and fully functional. The PSA targets to register at least 5 million household heads by the end of 2020.

Call for Applicants for the PhilSys Coordination Team and Use Cases Unit at the PhilSys Registry Office (PRO)

Applicants are required to submit the following requirements: Application letter stating the specific position title and place of assignment; Fully accomplished Personal Data Sheet (PDS) with recent passport-sized picture (Civil Service Form 212, Revised 2017) with Work Experience Sheet (refer to Guide on filling out Personal Data Sheet); Transcript of Records and Diploma (photocopy); Proof of CSC/PRC Eligibility (photocopy); Certificate of Training (photocopy); and
Certificate of Experience relevant to the position (photocopy).

Philippine Identification System (Philsys) Project Information Memorandum: Systems Integrator

Republic Act No. 11055, otherwise known as the Philippine Identification System Act, signed into law in August 2018, established the PhilSys as a foundational identification system for all citizens and resident aliens of the Republic of the Philippines. The valid proof of identity provided by the PhilSys shall be a means of simplifying public and private transactions, eliminating the need to present other forms of identification during transactions with both the government and the private sector. Further, the system shall be a social and economic platform through which all transactions including public and private services could be availed of and shall serve as the link in the promotion of seamless social service delivery and strengthening of financial inclusion. It also aims to contribute in enhancing administrative governance, reducing corruption, and promoting ease of doing business.
