Increasing Resources Allocated to Education

The country's total education expenditures rose consistently, starting with PhP79.4 billion in 1991 and increasing threefold to reach PhP241.4 billion in 1998. This translated into an annual average growth rate of 17.3 percent. In real terms, the increase was from PhP46.8 billion in 1991 to PhP82.5 billion in 1998, which is equivalent to an 8.6 percent average growth.
 
The largest increase in education expenditures was noted in 1997. Much of this increase was contributed by the government sector, when it implemented the last tranche of the salary standardization of government personnel.
