The Philippine Statistics Authority (PSA) released the 2018 Philippine Standard Classification of Crime for Statistical Purposes (PSCCS) which is the first edition of the country’s crime classification. It is a hierarchical classification where criminal offenses are allocated into categories that have a certain degree of similarity.

The PSCCS is patterned after the International Classification of Crime for Statistical Purposes (ICCS, V. 1.0) developed by the United Nations Office on Drugs and Crime (UNODC), and was endorsed by the United Nations Statistical Commission (UNSC) as the standard international classification for crime statistics in March 2015.

The 2018 PSCCS serves as a comprehensive framework for classifying criminal offenses in the country to facilitate analysis of crime, harmonize data across criminal justice institutions, and facilitate assessment of gaps between crimes reported to the police and those experienced by the victims. The 2018 PSCCS covers all criminal offenses in force in the Philippines under the Revised Penal Code and Special Penal Laws and mapped with the ICCS, v. 1.0.

The PSA technical staff spearheaded the development and preparation of the 2018 PSCCS in collaboration with the Interagency Committee on Statistical Standards and Classifications (IACSSC) and its Technical Working Group on Crime Classification (TWGCC) chaired by the Department of Justice (DOJ) which reviewed and recommended the adoption of the 2018 PSCCS in the Philippine Statistical System (PSS). The mapping of Philippine crimes into the ICCS was guided by the inventory of criminal offenses under national laws generated from the Philippine Crime Index Project of the Department of Justice (DOJ).

Consequently, the PSA Board approved the adoption of the 2018 PSCCS through PSA Board Resolution No. 12, Series of 2018 “Approving and Adopting the 2018 Philippine Standard Classification of Crime for Statistical Purposes” issued on 03 January 2019.

The online database is now available on the PSA website and can be accessed for free at http://psa.gov.ph/classification/psccs/.

A National Dissemination Forum highlighting the release of the 2018 PSCCS was held on 15 May 2019 at the A. Venue Hotel, Makati City. A series of dissemination forum will also be conducted in Davao City and Iloilo City in August and  September 2019 respectively, to ensure awareness, adoption and use of the 2018 PSCCS.

The PSCCS is also available in the PSA e-Classification Mobile App. This is an android-based search engine application which can be downloaded for free at Google Play Store.

All concerned government agencies and instrumentalities are enjoined to adopt and use the 2018 PSCCS.
