The Philippine Statistics Authority (PSA) granted clearance for the conduct of the Rapid Nutrition Assessment Survey (RNAS) During Covid-19 Pandemic  by the Department of Science and Technology – Food and Nutrition Research Institute (DOST-FNRI).

The survey is one of the DOST-FNRI’s response to combat the COVID-19 pandemic through the Republic Act No. 11469, also known as the Bayanihan Act, and in alignment to its mandate to fight malnutrition through accurate data, correct information, and innovative technologies. Its general objective is to assess the effect of COVID-19 pandemic on food and nutrition security in areas with high, medium, and low level of risk to COVID-19 infection. Specifically, the rapid nutrition assessment survey aims to determine the following food, nutrition, and health indicators in the context of COVID-19 pandemic:

1. Food security status among households, including household dietary diversity, food access, food sources, as well as coping mechanisms and strategies during community quarantine;
2. Participation of children and pregnant women on micronutrient supplementation (i.e. vitamin A and MNP), supplementary/dietary supplementation, nutrition counselling and related support services, growth monitoring, deworming, and among others during COVID-19 pandemic;
3. Participation of households on food production, food assistance, social amelioration program among others; and
4. Infant and young child feeding practices among families with children 0-23 months old.

Findings from the RNAS may also guide policy-makers in the prioritization of resources and identification of mitigation strategies to be developed or strengthened that are necessary to address the negative impacts of the pandemic on food and nutrition insecurity during the COVID-19 pandemic. 

The survey will be conducted in October 2020. Respondents will be selected based on the list of individuals and households of 39 provinces and highly urbanized cities (HUCs) covered in the 2019 Expanded National Nutrition Survey (ENNS). The 2019 ENNS areas are categorized into low, medium, and high risk of COVID-19 infection. One province or HUC will be selected from each island group (Luzon, Visayas, and Mindanao).

Major data items to be collected in this undertaking include the following topics:

1. Background (member’s age, sex, physiological status, and occupation)
2. Household food security at the time of pandemic
3. Household government program participation, perceived nutrition environment, and dietary diversity at the time of pandemic
4. Government program participation of children 0-12 years old at the time of pandemic
5. Infant and young child feeding practices at the time of pandemic
6. Maternal health and nutrition services among pregnant women at the time of pandemic

A total budget amounting to PhP 8.9 million will be utilized in the survey. Results of the survey is targeted to be released in December 2020.

This undertaking was reviewed and cleared for conduct under the Statistical Survey Review and Clearance System (SSRCS), a mechanism being implemented by the PSA by virtue of Rule 28 of Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 10625 to:

a. ensure sound design for data collection,
b. minimize the burden placed upon respondents,
c. effect economy in statistical data collection,
d. eliminate unnecessary duplication of statistical data collection efforts, and
e. achieve better coordination of government statistical activities.
