The Philippine Statistics Authority (PSA) granted clearance to the conduct of the Survey Research to Estimate a Quality of Life Index (QLI) for the Philippines on 03 September 2018. The survey is a project of the National Economic and Development Authority (NEDA) and will be conducted by the Philippine Survey Research Center (PSRC) – a private research firm.
 
The survey aims to solicit responses that will determine the quality of life of Filipinos and to monitor overtime whether the country’s long-term vision is being achieved. Specifically, the study will entail the development of a framework and estimation methodology that can effectively measure a quality of life index in the Philippines, consistent with the Filipino aspirations highlighted in the AmBisyon 2040, as a complementary measure to the gross domestic product (GDP) or gross national income (GNI).
 
The major data items to be collected from the survey include the following:
 
  • demographic characteristics
  • schooling status
  • economic characteristics
  • overall quality of life
  • quality of life domains
The survey will utilize a total budget of Php 6.7 million for personal services and maintenance and other operating expenses such as travelling expenses, communications, supplies, training and seminar, representation, printing expense and other expenses. 
 
The survey shall be useful in providing baseline information toward possible institutionalization of the QLI. Data collection will start in September 2018 and the results of the survey are expected to be released in December 2018.
 
The survey was reviewed and cleared for conduct under the Statistical Survey Review and Clearance System (SSRCS), a mechanism being implemented by the PSA by virtue of Rule 28 of Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 10625 to:
 
  • ensure sound design for data collection;
  • minimize the burden placed upon respondents; 
  • effect economy in statistical data collection; 
  • eliminate unnecessary duplication of statistical data collection efforts; and 
  • achieve better coordination of government statistical activities.
In line with this, the public are enjoined to support the said statistical activity. Further, the PSA is only mandated to review and clear the survey materials through the SSRCS. In the event that the survey proponent hires a third-party entity to undertake the survey on their behalf, kindly note that the PSA, by any means, does not have control over the agreement between the survey proponent and the third-party entity.
