The Philippine Statistics Authority (PSA) approved the clearance for the conduct of the Consumer Expectations Survey (CES) of the Bangko Sentral ng Pilipinas (BSP) on 10 January 2019. The survey will be conducted by Philippine Statistics Authority (PSA) as a joint undertaking with BSP.

The CES is a quarterly household-based survey on consumers’ assessment of their family income, financial situation, and the economic condition of the country.

The data items to be collected in the survey include the following:

  • household demographic characteristics
  • consumer sentiment on macroeconomic condition, family income, and family financial situation
  • consumer outlook on expenditures
  • buying conditions
  • buying intentions
  • savings outlook
  • debt situation

The study will collect data from 5,000 households across all regions in the country. A total budget of PhP 19.7 million for four quarter rounds will be utilized for preparatory activity, training, enumeration, supervision and data processing. The conduct of the survey is scheduled on the month of January to February 2019 while the results are expected to be released in March 2019.

Meanwhile, results of the fourth quarter 2018 Consumer Expectations Survey show that:

  • the overall confidence index (CI) in the fourth quarter of 2018 declined to negative 22.5 percent from negative 7.1 percent in the third quarter of 2018. The bearish consumer outlook during the fourth quarter was attributed to the higher prices of commodities, low salary/income, increase in household expenses, no increase in income, and upsurge in the number of unemployed persons.
  • the consumer outlook for the National Capital Region (NCR) and in Areas Outside NCR (AONCR) turned more pessimistic for the fourth quarter with AONCR registering the biggest drop of 15.6 percentage points from negative 7.8 percent in the third quarter of 2018 to negative 23.4 percent in the fourth quarter of 2018.
  • the spending outlook index of the households on basic goods and services declined to 42.3 percent for the first quarter of 2019 from the previous quarter’s 45.7 percent.

The survey was reviewed and cleared for conduct under the Statistical Survey Review  and Clearance System (SSRCS), a mechanism being implemented by the PSA by virtue of Rule 28 of Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 10625 to:

  • ensure sound design for data collection;
  • minimize the burden placed upon respondents;
  • effect economy in statistical data collection; efforts;
  • eliminate unnecessary duplication of statistical data collection efforts; and
  • achieve better coordination of government statistical activities.
