The Philippine Statistics Authority (PSA) approved the clearance for the conduct of the 2018 Monthly Integrated Survey of Selected Industries (MISSI) and 2018 Producer Price Survey (PPS) on 13 December 2017.
 
The 2018 MISSI aims to provide planners and policy makers in both government and private sectors with timely flash indicators on the performance of growth-oriented industries in the manufacturing sector. Data are used as inputs to monitor the business cycle of key manufacturing sectors of the economy.
 
The 2018 MISSI collects data on employment, compensation, value of production, sales from manufacturing activity, other income, inventories of finished products, work-in-progress and raw materials and capacity utilization.
 
On the other hand, the 2018 PPS aims to collect producer price data of manufactured commodities by specifications/brand names for the generation of Producer Price Index (PPI). The PPI measures yearly and monthly changes in the producer prices of key commodities in the manufacturing sector. It is used as deflator of MISSI to derive indicators for the Volume of Production Index (VoPI) and Volume of Net Sales Index (VoNSI).
 
A total of 1,000 establishments with total employment of 20 or more will be selected for MISSI while 1,000 establishments/1,000 commodities will be selected for PPS. The two surveys will utilize a total of Php 17.99 million (Php 12.12 million for MISSI; Php 5.87 million for PPS) for maintenance and other operating expenses (MOOE) such as travelling expenses, supplies and printing of materials. 
 
Per Executive Order (EO) No. 352 (Designation of Statistical Activities that will Generate Critical Data for Decision-making of the Government and Private Sector), preliminary results of the MISSI and PPS are scheduled to be released 45 days after the reference month.
 
Meanwhile, the October 2017 preliminary results of the MISSI and PPS are as follows:
 
  • The growth of Value of Production Index (VaPI) for manufacturing declined by 6.3 percent in October 2017 from 4.5 percent in October 2016.
  • Volume of Production Index (VoPI) decreased by 6.5 percent in October 2017 compared with the 9.9 percent growth rate recorded in October 2016.
  • The Producer Price Index (2000=100) for manufacturing rebounded by 0.3 percent in October 2017 from a decline of 4.8 percent in October 2016. The growth could be attributed to the improvements of eight major sectors, namely: Petroleum Products (7.8%), Electrical Machinery (4.1%), Basic Metals (4.5%), Transport Equipment (0.5%), Miscellaneous Manufactures (2.3%), Tobacco Products (1.9%), Printing (2.6%) and Textiles (1.1%).
Both surveys were reviewed and cleared for conduct under the Statistical Survey Review and Clearance System (SSRCS), a mechanism being implemented by the PSA by virtue of Rule 28 of Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 10625 to:
 
  • ensure sound design for data collection;
  • minimize the burden placed upon respondents; 
  • effect economy in statistical data collection; 
  • eliminate unnecessary duplication of statistical data collection efforts; and 
  • achieve better coordination of government statistical activities.
 
In line with this, the PSA enjoins establishments to support the said surveys.
